JTG is seeking Mid-Level Identity Intelligence Specialists.

Location: Rosslyn, VA

Status: Full-time, long-term with benefits

Clearance:

  • Existing Secret or Top Secret security clearance; SCI eligibility may be required.

Responsibilities:

  • Provide analysis, research, assistance, training, and support for vetting local national employees and job applicants for U.S. Embassy and Consulate Regional Security Offices.
  • Utilize datasets, tools, and advanced research and analytical techniques to:
    • Identify and analyze individuals that may pose a threat to U.S. and State Department interests,
    • Identify opportunities to mitigate threats through analytical processes,
    • Validate the significance of data and make recommendations for threat mitigation.
  • Analyze biometric and biographic information via the Biometric Identity Intelligence Resource (BI2R) and other relevant databases to determine risk to U.S. State Department personnel or facilities.
  • Independently identify, research, and review pertinent information and draft analysis of any threat information developed to be provided to DOS officials, embassies, and consulates abroad.
  • Plan, develop, and lead in-depth all-source analysis using traditional and non-traditional classified and unclassified intelligence sources.
  • Independently identify additional areas of concern in open-source threat assessments.
  • Ensure that individuals who pose a potential threat to U.S. interests are added to appropriate watch lists.
  • Ensure compliance with laws, regulations, executive orders, and U.S. government directives.
  • Recommend e-mail responses to other offices regarding threat information with analysis and assessment in a timeframe commensurate with the urgency of the threat.
  • Prepare and present oral briefings on findings to CCV management and other DS offices.
  • Provide biometrics analysis training to newly hired DS/ICI/CCV Identity Intelligence Assistant and Junior Identity Intelligence Analysts.
  • Provide training on the Diplomatic Security Identity Assurance System (DSIAS) to students attending the Basic RSO, RSO In Service, Assistant Regional Security Officer-Investigations, Foreign Service National Investigator, and Foreign Service National Investigator In-Service training classes at the Diplomatic Security Training Center.
  • Brief DS Agents transferring to posts with DSIAS on the system and overall DS vetting program.
  • Participate in foreign travel for the deployment of DSIAS at U.S. Embassies and Consulates, including training Foreign Service National Investigators on DSIAS and conducting mass enrollments of locally employed staff into DSIAS.
  • Perform Temporary Duty at any RSO Office worldwide to provide identity vetting and intelligence analysis support to the RSO mission.
  • Utilize DSIAS to biometrically enroll locally employed staff and job applicants at U.S. embassies and consulates worldwide.
  • Ensure the proper storage and handling of classified and unclassified material.
  • Other duties as assigned.

 

Qualifications:

  • US Citizenship
  • Six (6) years of relevant intelligence analysis experience or counterintelligence, human resource intelligence (CI/HUMINT) experience.
    • Experience must be with the Department of Defense, Department of Homeland Security, the Federal Bureau of Investigation, Department of State, or a similar U.S. government agency.
    • Experience in Military Occupational Specialties 35F, 350F, 35O, 18F, 35M, 35L or other military service equivalents, or GS-0132 series.
  • May substitute experience with:
    • (1) Minimum four (4) years of relevant intelligence analysis experience AND
    • (2) U.S. accredited bachelor’s degree in political science, international affairs, area studies, or a related field of study.
  • One (1) year experience (two (2) years preferred) conducting identity intelligence/ biometric intelligence analysis.
  • Proficient in utilizing computer databases and intelligence-related automated systems to support analytical efforts and product development.
  • Able to provide advice, guidance, and consultation to officials on interpretation and application of analysis.
  • Skill in oral and written communication to prepare and present analysis, provide guidance, solicit information, defend proposals, and negotiate agreements.
  • Experience in collecting, analyzing, and disseminating foreign affairs and terrorism-related information.
  • Able to deal effectively and establish and maintain liaisons with individuals at all organization and management levels, both inside and outside the Department.
  • Problem-solving skills and ability to prioritize multiple and sometimes conflicting and complex tasks.
  • Able to operate as part of a team, cooperate effectively with other team members, and be mission-focused and able to work independently.
  • Must be in good physical condition to perform overseas travel to high-threat locations that may involve extended travel time and exposure to dangerous conditions that require personal protective equipment while exercising special safety precautions.
