Senior Program Manager with TS/SCI & Poly

JTG is seeking a Senior Program Manager to oversee a government contract involved with the design, development, instruction, and life cycle support for training military and civilian personnel, including tracking the completion of training for military personnel. 

Location: Fort Meade, MD

Status: Full-Time

Clearance: TS/SCI with Polygraph

This position is contingent upon contract award.

Responsibilities: The Senior Program Manager’s responsibilities include, but are not limited to:

  • Overseeing the successful cost, schedule, and performance of the contract.
  • Serving as a point of contact for the Contracting Officer (CO), the Contracting Officer’s Representative (COR), the Government Program Manager, and senior management.
  • Engaging in cost management/avoidance, schedule estimation and tracking, contract performance, risk management, requirements analysis, and quality assurance.
  • Ensuring efficient and effective contract execution and monthly reporting on technical progress, issues, and problem areas.
  • Organizing and conducting monthly Contract Status Reviews, providing minutes, and tracking action items until resolved.
  • Reporting on contract issues and providing recommendations for resolution of contract-related issues.
  • Notifying the CO and COR in writing within five (5) business days upon a change in the contractor’s program office personnel.
  • Coordinating with site locations and providing required paperwork for site access.

Required Qualifications:

  • PMP, FAC-P/PM Mid-Level, or Defense Acquisition Workforce Improvement Act (DAWIA) Level 2 certification in Program Management.
  • Ten (10) years of experience managing programs and contracts of similar scope, type, and complexity as a program or project manager.
  • Demonstrated experience in conducting requirements analysis, resource allocation, project costing, deliverable tracking, financial data monitoring, and reporting.
  • At least one (1) year of demonstrated experience in managing and controlling funds and resources using reporting mechanisms such as Earned Value Management.
  • Knowledge of Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations Supplement (DFARS), DoD 5000 series, and IC Directive Number 801.
  • Direct experience in managing multi-task contracts and subcontracts of various types and complexity, as well as experience in leading a multi-vendor environment.

Education: Bachelor’s degree in a related field
